that violates the Constitution thereby forfeiting his office of President. He is now a simple citizen in open revolt against the Republic the sole recognised Government of China.

(8). However profound the sorrow we feel for taking up arms we consider it is our right and our duty to oppose Yuan-shih-kai with every means in our power and to fight unto the last for our liberties and the liberties of the people.

(9). China had suffered too many centuries of tyranny to desire a restoration of monarchi cal Government with all the abuses of the past which she had so much difficulty in throwing off,

Lest our acts and intentions should be misinterpreted we desire it to be plainly understood that while we shall continue scrupulously to observe all the conditions of the Treaties entered into between China and the Foreign Powers our object and firm resolve is to uphold and preserve the Republic which is we repeat the only recognised Government of China with profoundest respect.
